Disaster Management
To equip public officials with practical knowledge and essential skills in disaster risk management, including an understanding of key concepts, legislative frameworks, institutional coordination, risk monitoring, and the use of modern digital tools. The programme aims to strengthen municipal and provincial capacity for effective risk reduction, early warning, community resilience building, and integrated disaster response.
Target Participants
Public officials in provincial and local government responsible for disaster management, risk reduction, early warning coordination, community resilience, disaster planning, or related functions.
Course Content
• Foundations of Disaster Management: concepts, risk reduction, mitigation, climate change adaptation
• Disaster Management legislative and policy framework: Sendai Framework, SDGs, Disaster Management Act (2002), Disaster Management Framework (2005)
• Institutional arrangements: roles of national, provincial, and local disaster management centres; coordination mechanisms
• Disaster Risk Monitoring and Analysis:
o Tools and techniques for risk identification and analysis
o Early-warning systems and monitoring mechanisms
o Data and digital technologies including AI, GIS, and real-time mapping tools.
• Training, awareness, and evaluation approaches
• Stakeholder communication, crisis communication, and intergovernmental relations
